Why did Japan always strike first without declaring war?

I have learned well from what the great powers do.

I thought France would sign a treaty with the Qing and end the conflict in Vietnam.

Before the ink on the treaty was dry, the Qing Dynasty was surprised and the navy and shipbuilding vessels were all burned.

So who did Japan make a habit of?
