The ‘Moa Town’ project to renovate old residential areas in Seoul is also making slow progress due to conflict among residents.

Contrary to expectations, the Moa Town Project, another urban improvement project (redevelopment and reconstruction) of Seoul City, is not progressing at all.

When Seoul City started the Moa Town project in 2022, it aimed to select 100 sites for the project by 2025, and 97 sites have already been selected. However, after being selected as Moa Town, project progress has been at a standstill. This is because the average approval rate of residents for the project is only about 30%.

After being selected as Moa Town, the project can proceed to the next stage only if the consent of more than 50% of residents is obtained, but it is blocked from here. As a result, conflicts between residents are deepening in many places. According to the results of a resident survey in Jayang 4-dong released by Gwangjin-gu Office in July of last year, 15.1% of residents were in favor of the project, while 48.2% were opposed.
