Phnom Penh police raid electricity fraud ring, arrest Chinese mastermind
According to Cambodian media reports, Phnom Penh police jointly raided a local electricity fraud ring with Sen Sok District police on October 3 and arrested 18 Chinese nationals, two of them women.
A Phnom Penh court judge detained the ringleader of the network fraud ring, Chinese citizen Cai Jincheng (transliteration), at Phnom Penh’s Bai Su Prison, charged him with serious fraud (designated group), and deported the remaining 17 members from Cambodia.
