Student caught selling food illegally at school

There is a student at our school who makes and sells panini using a panini maker.
To top it all off, everyone calls him the Panini Man.
However, the campus police are responsible for all bread sales except those at the bazaar.
It’s illegal, so it’s banned.
Now that guy is called Deng, the waste paper towel man.
It’s for sale, and for every piece of used towel you sell, you get a free panini.
