(Question) What do you think about noise between floors?

There has been a lot of talk since there was even a murder case due to noise between floors.

However, in cases such as inter-floor noise, it is impossible to resolve it even with a police report.

I don’t understand why they don’t listen to me when I ask them to be quiet in the apartment we all share.

Is it the fault of the construction company that created the noise between floors in the first place?
