Netizens who were offended by ‘SNL Korea’ filed a complaint with the National Security Commission through Kookmin Shinmungo, etc., demanding that ‘SNL Korea’ officials be severely punished. There are dozens of complaints filed with the National Security Commission, but OTT is regulated under the Telecommunications Business Act, not the Broadcasting Act, so the National Security Commission cannot review them.
An official from the National Security Commission said, “There is a movement centering around the New Jeans fan club to submit complaints through the Kookmin Newspaper, but they think this (SNL Korea) is a broadcast and specify the broadcast review regulations, so complaints are coming in to the National Security Commission.” He added, “Under the current law, “Because OTT is not viewed as a broadcast, it is not an issue that can be deliberated by the National Security Commission,” he explained.
Currently, OTT is defined in the Telecommunications Business Act as a value-added communication service that provides video content such as video products through the information and communications network, and is therefore regulated by the Telecommunications Business Act. Accordingly, the need for a bill that integrates media-related laws such as the Broadcasting Act, the IPTV Act, and the Telecommunications Business Act governing OTT is being raised, but it has not yet been specified.
