Why Jesse, not the perpetrator, is criticized

Even though I was with the perpetrator and knew him across the street,

Lying to the police by claiming to be a complete stranger confuses the investigation -> As a result, it gives the perpetrator time to flee abroad.

The reason Jesse is being criticized is not an assault incident. This is a case of interfering with the police investigation.
