I think it’s a problem to punish your superiors if a military incident breaks out.

In the event of an incident at the unit, it seems that high-ranking executives tend to cover up the incident below because of the blocked and disgusting structure of the promotion.
Of course, it’s wrong to not be able to manage your soldiers, but you can’t manage everyone perfectly unless you’re a human being.
But if things happen in the unit and become publicized, you tend to hide it more because you’re disciplined and blocked.
