Central air-conditioned apartment that can’t turn on the air conditioner on this hot day

Who benefits from doing something like that? What would have been better for the construction company to extract?

My relative’s house used to be a central apartment complex.

In the winter, I turn on the heating like crazy and it’s so hot that I die.
