This suggests that the United States is seeking a ‘new great power cooperation system’ that goes beyond the scope of value diplomacy and directly coordinates interests with powerful countries that possess actual power.
What is noteworthy is the complete exclusion of Europe. Traditional Atlantic allies such as Britain, France, and Germany were excluded from this list. This is an example that shows that the United States’ strategic center of gravity has shifted from the Atlantic to the Indo-Pacific, and reveals that the United States’ perception of Europe’s strategic value is changing.
