[Exclusive] Police create 10 billion won ”AI police officer”… Naver-Kakao linkage also promoted

The police is promoting the development of ‘Everyone’s Police Officer,’ a public AI (artificial intelligence) chatbot service worth 10 billion won. The plan is to dramatically improve accessibility and response speed to complaints by having AI chatbots immediately guide and process various security complaints, such as requests for strengthened neighborhood patrols and traffic control, 24 hours a day, 365 days a year, without having to visit the police station in person.

The National Police Agency announced on the 24th that the ‘Everyone’s Police Officer’ development project was selected as one of the ‘10 AI People’s Livelihood Projects’ in which the government intensively supports AI services that can be experienced by the people. The goal is to develop and build an AI chatbot system by 2027 by investing a total of 10 billion won over two years, and it is the largest AI priority task promoted by the National Police Agency.

By year, the plan is to complete the development of a foundation model specializing in public security and securing and refining necessary data by 2026, and the development of AI service prototypes, and by 2027, the completion of AI demonstration in connection with existing systems such as the Kookmin Newspaper and the Police Civil Service 24, 182, and 112 systems.

The police, which is in charge of complaints arising in 102 areas including living safety, traffic, and investigations, handles the largest number of complaints among government agencies. Last year, police-related complaints amounted to 586,000 through Kookmin Shinmungo and 1.78 million through the 182 call center. Nevertheless, there is the inconvenience of having to visit in person even for simple complaints.

When a chatbot is introduced, it can automatically classify the type of complaint and respond immediately or link it with the existing system to significantly reduce processing time. The National Police Agency expects that simple civil complaints processing without a visit will be possible through the app as early as 2028, and that the rate of civil complaints being processed within 5 days will increase from 69% to 85%.
