From 1953 to 1956, he led the Dokdo Volunteer Guard under harsh conditions, and even after the Dokdo Volunteer Guard was disbanded, he continued to call attention to the importance of Dokdo and carry out various movements.
However, following the judgment of the government at the time that it could have a negative impact on relations with Japan, Admiral Hong Sun-chil was taken to the Central Intelligence Agency in 1974, tortured for three days, and forced to never mention Dokdo again.
Afterwards, Admiral Hong Sun-chil was diagnosed with lung cancer in 1985 and passed away in 1986 while fighting the disease. And it was not until 2005 that Admiral Hong Sun-chil was designated as a person of national merit and was moved to the Dokdo Volunteer Guard Cemetery at the National Cemetery on November 21, 2014.
