Basic income for rural areas is a policy that provides 150,000 won per month in local currency for two years to residents in areas with declining populations. The pilot project is scheduled to be operated for two years starting in 2026, and when converted to the main project, mandatory expenditures in the trillions of won may be incurred each year.

The reason the budget was increased before the implementation of the main project was due to strong opposition from regions that were eliminated from the pilot project competition, and it is pointed out that this could result in a zero-sum game with the possibility of population movement to specific regions.

While there are calls for an increase in the government subsidy rate in consideration of the poor financial situation of local governments, concerns are being raised that the expansion of mandatory cash expenditures may place a burden on local finances and erode essential investment resources.
