What’s missing is Hong Kong and Macau. Hong Kong is located between Jiangsu Province, Liaoning Province, and Tianjin City, and Macau’s birth rate is the same as that of Shanghai and Heilongjiang Province.
Guizhou and Tibet are the highest, but Guizhou has a population of 35 million and Tibet has a population of 3.7 million, so they cannot increase the birth rate.
