National Health Insurance Corporation pocketed 600 billion won from subscribers over 8 years

It was revealed that employees of the National Health Insurance Corporation (National Health Insurance Corporation) violated the government’s budget management guidelines for public institutions and excessively allocated about 600 billion won in labor costs over eight years and divided them among employees.

According to the Anti-Corruption and Civil Rights Commission on the 8th, it was revealed that the National Health Insurance Corporation had set an annual labor cost budget that was inflated compared to the actual number of employees from 2016 to 2023.

The National Health Insurance Corporation has ranks from Grade 1 to Grade 6, and as of 2023, the number of employees in Grades 4 to 6 of the Corporation was 9,008, 2,062, and 2,697, respectively. However, the actual number of workers was 4,066 people in level 4 (45.1% of the quota), 3,887 people in level 5 (188.5%), and 3,466 people in level 6 (128.5%).

The National Health Insurance Corporation prepared a budget as if all the highly paid Grade 4 positions were filled, paid salaries according to the actual number of employees, and distributed the remaining money to employees at the end of the year under the pretext of ‘regular wage increases’. The total amount unfairly divided in this way amounted to 599.5 billion won over 8 years.
