Budget management guidelines for public enterprises and quasi-governmental organizations require that labor cost budgets be set according to the current number of employees by rank.

However, as a result of the Anti-Corruption and Civil Rights Commission’s investigation, it was revealed that the NHIS calculated labor costs by promoting lower-ranking employees to higher-ranking positions with higher compensation.

As of 2023, the National Health Insurance Corporation’s level 4 quota was about 9,000, but the actual number of people was about 4,000.

However, when calculating labor costs, the corporation raised the ranks of thousands of grade 5 and 6 employees and calculated that all 9,000 grade 4 positions were filled.

In this way, an additional 140 billion won in labor costs was set for 2023 alone.

It was found that excessively allocated labor costs were paid out to employees at the end of the year in the name of ‘regular wage increases’.

It was found that the total additional labor costs over the eight years from 2016 to 2023 amounted to 600 billion won.
